Community Action Health LNK (formerly Navigator Health Insurance) program can help you access health insurance, understand your coverage, and find a medical home.

We assist client in accessing Health Insurance through Medicaid or The Marketplace, a piece of the Affordable Care Act, which offers consumers, whether currently uninsured or not, the chance to purchase a variety of healthcare plans. 

Services offered with Health LNK:

  • Health Insurance Enrollment Assistance
  • Review Health Insurance Coverage (explain deductibles, premiums and out-of-pocket maximums
  • Find a Medical Home and doctors that are “in Network” with your insurance plan
  • Assist in setting up an initial primary care appointment
  • Assist with Marketplace Appeals
  • Reconciling Premium Tax Credits from the Marketplace
  • Assistance with Lancaster County General Assistance Medical Applications

Health Insurance Enrollment Information

  • Open Enrollment for Marketplace health plans closed on December 15th 

  • You can apply for Medicaid any month of the year.

Special Enrollments

Special Enrollment Periods (SEP) allow you to enroll outside of the regular "Open Enrollment" because you have a qualifying event or circumstance. 

Most Special Enrollment Periods last 60 days from the date of the qualifying event (30 days for SHOP participants). 

Events that qualify you for a Special Enrollment include:

  • Gaining citizenship or lawful presence in the United States
  • Marriage
  • Birth of child
  • Adopting a child or plans on a child for adoption or foster care
  • Losing other health coverage, for example:
    • Losing your job-based coverage for any reason:
      • Your employer stops offering coverage
      • You leave your job by choice
      • You get laid off or fired
      • You choose not to re-enroll in a job-based plan when its plan year ends (you may not qualify for tax credits and quitting a plan before the year end doesn't qualify)
    • Your job-based plan doesn't meet the definition of affordable or minimum value, and as a result you become newly eligible for premium tax credit 
    • Losing coverage through a divorce
    • COBRA coverage ending (Note: If you cancel COBRA before it ends you DON'T qualify for a Special Enrollment Period)
    • Turning 26, and losing coverage under a parent's plan
    • Losing eligibility for Medicaid or the Children's Health Insurance Program (CHIP), including your child aging off of CHIP. 
  • Moving to a new permanent residence in a new county, state or permanently moving to the United States from a foreign country
  • Leaving incarceration
  • For people already enrolled in Marketplace coverage:
    • Having a change in income or household status that affects eligibility for premium tax credits or cost-sharing reductions
      • NOTE: voluntarily quitting a Marketplace plan mid-year DOESN'T qualify you for a Special Enrollment Period
